Bob was born on August 24, 1929 in Wooster, Ohio, to Alma Devona (Marshall) and William Frederick McMillen. Bob attended Ada High School, where he excelled on the track and football teams. After graduating in 1947, he received a Bachelor of Science degree in civil engineering from Ohio Northern University in 1951, and then completed post-graduate work in traffic engineering at Yale University.
